We have one bloke who played 60 odd junior games for us but is still worth 3 points because only 14 or thereabouts were played after the year he turned 13. And this is despite the rules not explicitly stating that the games must be played after the year in which they turn 13.
It doesn't seem to take into consideration that the metro age groups used to be U11s, U13s, etc rather than U12s, U14s as they are now. Maybe it suits the country league age groups?

Yep very similar position we are in with 1 lad and it wasnt due to him going to another club in the league his parents moved interstate for work. i really think this needs to be re visited, dont know how many clubs have been in this position but makes it even more difficult with this age rule as our club went a period of time were we didnt have under 16s side
