If you don't have trust in clubs / marshals to enforce this why request they have these people in place at all.
Don't know about others either but I can guarantee more people have been covid checking in at country games where there is gated system compared to how many people check in to the local woolies.

How many clubs you think would have been willing to play a mid-week catch up game, and start finals on the 28th August?
I'm guessing those in the finals mix would be keen, those in relegation space not so much.
