Used to be invite only, usually after having a good season in school or club cricket.
Is it due to lack of numbers, or district clubs just trying to fill their boots with 2 x junior teams in each grade?

Ed Cowan touched on the SA cricket and suggested the difference between Tasmania, who Ed thinks are doing well and population bases are comparable is that while both states have policies of finding players from interstate to give them opportunity, it is Tasmania's ability for their locals to step up and contribute in the Shield comp versus SA who cannot or don't.
I hope they do take a hard look at it for each state.
