Explain why would the league make div 4 an 8 team comp so they can satisfy div 6 being a 10 team comp?

However lets focus on a solution to two comps having byes when they are not the lowest possible leagues.

Combine div 6 and 7 and have a north and south division. Top 2 teams from each playoff for div 6 title. Teams ranked 3 and 4 in each playoff for div 7. Finish 1 week earlier than div 2-5.
