Zero chance of that happening mate, they just dug up a turf pitch and put an extra hard wicket one in, they'd struggle for the helpers they'd need to maintain a turf pitch.

Disagree.
Winning PDCA Grade 2 wouldn't mean they were necessarily in the top say 8-10 teams state wide.. if you had a merger of the comps, you'd probably take the top 4 from each comp and that would become your Division one, then you'd repeat with the bottom half of the divisions, adjusting for relegation/promotion.
Top C&CCA or 2 teams would have to slot into Division 2 at a start as well.
