The public are the people who buy memberships....and in fact you could have all the world be members, so there is never a "cap" on memberships.

A limited number of Crows season ticket memberships are now available to the
general public.
Season tickets have been subject to a waiting list for over 15 years but now - due to extra capacity provided by a reconfiguration of the Members Reserve - we are pleased to make a strictly limited number of tickets available.
The Club has written to all fans on the season ticket waiting list and anticipates that take up will not be sufficient to cover the extra capacity. Therefore up to 1,000 seats are being made available to the general public on a first in, best dress basis.
