Here's an idea for those poor clocks and timekeepers, go back to the 25 minute plus time on rules pre 1994 where there was no time on for ball ups and throw ins unless the field umpire indicated it!

I foresee 10 minute quarters in parallel with 10/10 Cricket to suit those modern sports fans with the concentration span of a gnat.
Foxtel/Telstra are probably pushing shorter matches so there can be 30 teams, and more matches every weekend, exclusive to pay TV.
