So I guess 19 and 20 year old children miss out...

What if you are 30 but you're an identical twin and your twin was born just before midnight on February 28th of a leap year but you were born just after midnight on February 29th?

All thing are possible. Years ago one of my patients had his cat listed on his Medicare card as a dependent - I saw the card, but never saw the cat - only photos...

I reakon the point is that the "age of maturity" or "adult age" is 18, therefore it should be "under the age of 18" instead of "18 and under"

Whats the age cutoff for kids getting free entry at games?

Under 18 it is. I was 16 when I was first asked for ID (but not every time until the end of that season that I was asked). ;) And this was before the goatee I had too. :)
