So what good possibly and perhaps maybe happen is that for arguement sake say a club, lets call them Club A is so far over the cap thats its not even a joke, but when requested to hand over some documents, they say no and just elect to pay the penalty The in no way has to hand over any documents that are probably false anyway. Hmmm can anyone say what this penality is?

stan, I would say they would be in a lot of strife. They are registered officials of the league and therefore bound by league rules. If they don't abide by the rules, the league would have several options, I would think, including suspending or deregistering the officials.

As has been said, a deliberate breach of the rules is a fine of up to 3 times the breach.

I dont mind the 'export rule' where a club is allowed 5-6 recruits a year.

I was speaking to an SANFL player who has changed clubs at some point in the past couple of years and he said that he was paid money that wasnt part of his written contract, and he wasnt playing for a club thats been talked about as a salary cap cheat.

If the SANFL still wants the salary cap then they need to raise it. AFL salaries have been raised, players are expecting more money but the SANFL salary cap hasnt changed. Stupid really. If the SANFL wants to consistently be the 2nd best league in the country and attract those sorts of players then it does need to either get rid of the cap or raise it pretty significantly.

Stan I think that the strategy that would be used by a club cheating would be to make payments to players "off te books". To refuse the SANFL access to their books would be such an extreme act that they would risk being ejected from the comp due to not abiding by the rules.

But "off the books" payments means that the Salary Cap investigators can scoure the books and will find nothing.

Thats why I don't think salary caps work.
We used to be good :-(

I was just pushing the point that drebin made. But of the books payments are probably the way to go it you want to beat the cap. So hey try the import rule for a year.
