What about this for a creative solution? The team with the bye is matched against the WA team with the bye. This means 3 extra interstate clashes per season per club or 1 1/2 trips interstate a year to be funded offset by the extra gate fees. Sounds like it may be economically feasible and add a bit of interstate rivalry to the mix.
