Cost of living allowance has been done to death. Sydney is the most expensive place to live in Australia. Do some real research.
I think you should do some 'real research'

Gee how amazing and forward thinking would it have been for Adelaide if for the same price as Adelaide oval, we improved Footy Park and put in a light rail/rail line to West Lakes a la modern sports precincts all over the world?

The best ones are located in or close to the cbd. Footy Park was a shit hole. Adelaide oval was "pretty" but a terrible place to watch sport, especially cricket.

Matter of opinion, best place to watch cricket IMO. Could watch behind the arm in the Old Bradman Stand, lounge out and relax on the Hills or enjoy the amenities of the members stand. As I said, was the best place to watch cricket, not now.

My random figures include real estate, not the price of a coffee.
