I hadn't run into much of that but perhaps they are different when another 4WD passes them.
However in WA people in all sorts of cars cruise along under just the speed limit then accelerate up to it when you reach the passing lanes and try to pass them.
So you, then, either exceed the limit top get past while you can, or give up and drop back.
