Anybody know how to make a game?

i would love to create a game that basically copies the big american sports (NBA, NFL) and FIFA,but make it about AFL.
now, i know the animations would be impossible to make without spending a heap of coin, so i understand that (until i'm a multi-millionaire) it would be more of a managing stlye game. which personally, i love!
anyone got any idea how to do this?

oh, and i figured it would be easiest to start on PC.
and i know the whole copyright/using real names and logos and whatever is illegal, but pffft.......

Perhaps this can help you start - it's an excel based soccer management game that I used to play a fair bit (largely because it looked like you were still working). Perhaps you can adjust it to work with footy?
