In regards to the sevice you are not receiving now, i went through a simular senario a few weeks ago.
It seems a ISP cant degrade you to a dial up type of service when they deem necessary, slower service which creates a buffering relay on any downloads or videos you want to watch.
They do this in order to create a larger download space for their 'more lucrative clients' and this is a speculation that is never listed in any of their contracts.
My advise, ring them, demand they have 24 hrs to rectify the problem or you will see them in court. They have breached thier/your contract so they will correct the problem within 24 minutes....
