Ice is basically super concentrated Pseudoephdrine (sudafeds). A banned performace enhacing drug as it basically dulls the pain receptors so it lets you train harder and perform longer than what your body naturally lets you do. In orther words you can work harder and at a greater intensity, so yes it is performance enhancing drug
Pseudoephdrine was the first of the modern banned PEDs. It is easily tested in athletes urine. This is why it is banned as when taken in excess it can kill. At 45 sec in you see British rider Tommy Simpson going up Mt Ventoux in teh 1967 Tour de France. He passes out on the side of the road his body basically shutting down due to acidosis (H+) due to fact he went past the bodies natural fatigue mechanisms due to being full of pseudoephdrine. He died later that night.
