Do new homes have plaster internal air vents?

Just wondering if anyone who has a new home can tell me if they still are built using the plaster air vents at the top of the walls?

My house does not have any of these and I feel that it makes the house stuffy as a result, yet I am told that they are now only for houses with unflued gas fires or fireplaces and are no longer required and that people block them up to save on heating and cooling costs?

It just seems a little unusal to have to rely on open windows or drafts under doors to vent the house?

New houses arent built with them.
I know that South Australian Housing Trust Houses still are built with them though
