Queensland to build new CBD

Interesting news. More population drift, Eastern states, warmer climes just keep getting bigger.
This sort of thing must be very confronting to our politicians and planners.

South East Queensland’s growth pains to be alleviated by second CBD

A select number of the nation’s largest developers have been invited to partner with the Springfield Land Corporation to build South East Queensland a central business district in Greater Springfield, located 26kms to the south west of Brisbane.

Springfield Land Corporation Chairman Maha Sinnathamby said with population growth in the south east corner soaring and the Western Corridor the fastest growing area in the English speaking world, a second CBD outside of Brisbane will be vital to relieve pressure.

“The Queensland Government realises the solution to population growth is to have a second CBD to take pressure off Brisbane and it is why it has unanimously approved a business precent in Greater Springfield with a land area bigger than the Sydney and Brisbane CBDs combined,” Mr Sinnathamby said.

“We welcome the responsibility to do much of the ‘heavy lifting’ in regard to Queensland’s population growth, which is expected to increase from 2.8 million to 4.4 million people by 2031.

“By 2031, an extra 754,000 dwellings will be required within the entire Western Corridor, as well as supporting infrastructure and services, creating the basis for significant economic opportunities.”

Mr Sinnathamby said Springfield Land Corporation is looking for a major partner to ensure South East Queensland has a second CBD capable of comfortably looking after 30,000 workers every day.

“We are offering the successful proponent exclusive control of the supply and development of a major part of the CBD, the Parkside Business Precinct, and we already have a number of interested parties,” he said.

“We have always planned for our CBD to become South East Queensland’s second business hub.”

Mr Sinnathamby said there is no other development opportunity like this in Australia.

“The Parkside Business Precinct has a gross land area of 10.6ha and comprises of eight super lots having a land area of 6.26ha; 252,300m² of commercial offices, hotels and other commercial uses; and 99,000m² of residential floor space, equivalent to
900 residential units,” he said.

“We have already opened the CBD with the 10 storey $60 million Springfield Tower and one of the most exciting technological developments in Australia; the $230 million Polaris Tier III+ Data Centre which hosts mission-critical ICT systems.

“Springfield also can boast a privately funded dark-fibre communications network to Brisbane – the first of its kind in Queensland ensuring business are connected to high-speed Internet and interstate locations at all times.”

Greater Springfield is Australia’s largest privately owned master planned estate, containing 2,860ha of urban release land with development rights protected through legally binding planning legislation.

“The Federal Government has recently appointed a dedicated population Minister in Tony Burke and we look forward to showing him Greater Springfield and how developments like ours can be the solution to using population growth to the country’s advantage,” Mr Sinnathamby said.

“The development of Greater Springfield has unambiguous Queensland Government and Ipswich City Council backing, with the Government having already delivered statutory master planning approvals for the new city and $3 billion worth of infrastructure to the region.

“A further commitment of $1.2 billion has also been approved for transport and infrastructure initiatives by 2015, including an integrated road and rail project right into the heart of Greater Springfield CBD.

“Parkside Business Precinct is the major commercial and civic precinct for Greater Springfield. It will provide a thriving commercial presence and a large residential community set within a quality parkland and natural bushland.

“The rewards for the developer will be great and the risks minimal.”

Mr Sinnathamby said the opportunities to build a CBD are endless.

Five key incentives include:

Springfield being identified as a Principle Activity Centre under the South East Queensland Regional Plan. The precinct is planned by the State Government to accommodate massive jobs growth.
Queensland State Government decentralisation. The Queensland Government has the highest concentration of CBD based employees when compared to any other State Government. Greater Springfield is an obvious target for decentralisation of the Queensland public service.
Green Credentials. Corporate aspirations combined with moves in Government legislation are trending buildings toward being “green”. Initiatives such as AGBR and Greenstar are eco ratings tools aimed at individual buildings. However a greater greening outcome is possible by adopting a precinct wide approach. Parkside has the potential to be the greenest office precinct in Australia.
ICT supporting infrastructure. Parkside is connected to the Brisbane CBD, and through to the US West Coast and Asia by high speed fibre optic links which enjoy globally competitive pricing. The Polaris Data Centre offers tenants within Parkside access to world class data centre and disaster recovery services that would be difficult to replicate in conventional office buildings.
Flexible Buildings. Parkside Business Precinct and its associated planning framework enable the proponent to offer very large floor plates, high car park numbers and a delivery time frame that is unrivalled (from an approval perspective) in Australia.

Wonder if Springfield will include a nuclear power plant with Mr Burns in charge? ;)
