Is it better for ur eyes etc to look at a computer screen with the lights on or off?

I don't think it really matters, but not too much contrast between the screen and your background lighting makes adjustment back and forth easier.
Adjusting the brightness and contrast of the screen for comfort probably matters more.
They often come set over bright and over contrasty for "impact", rather than realistic rendition.
