Why Adelaide is viewed as a back-water

Driving back to Adelaide tonight, traffic crawled to a halt just between Mt Barker exit & Hahndorf (by the way, why can't you enter Hahndorf from Mt Barker side, & exit Hahndorf to travel further SE???).
I thought their must be a major accident.
Cop cars sped up the shoulder of the road (3-4 cars in total).
I also thought possibly a booze bus.
When finally we get to the accident/law enforcement, we discover the reason for the MAJOR DELAY.
They had closed down 1 lane for approximately 300m.
FOR NO F**KING GOOD REASON.
The Freeway was backed up for km's due to the lane being closed- what was it owed time off for the Public Holiday?
I saw no evidence of their having been an accident (in fact the lane closure was sign-posted, indicating prior intent/knowledge)
Surely such earth-shattering test results (such as the average pollen count on that stretch of the freeway) could be done off-peak?
The cynic in me suggested it was a stunt to provide the News services with content for the evening News...

You will find that every Saturday and Monday over easter that the left lane there is closed in the afternoon to allow the people leaving Oakbank an easier passage onto the freeway.

So we close down 1 lane on the Freeway for a racing club that has 1 event a year?
I've heard of the race that stops a nation, but didn't take it so literally.
1 x 1 way ticket to Melbourne pls...

Reason's why Adelaide is a back water.
You are afraid of change (even if it from a vending machine)
You have shitehouse public transport.
4 main train lines and 2 branch lines
Port Adelaide Football Clubs.
Your government removes a train line to put in a roadway in the 1980's that leads to your major stadium.
Your government remove a train line that leads to the biggest easter racing carnival at Oakbank
You still have rail ears and not electricifed you rail network.

Lucky we have that mighty West Adelaide Footy Club, they're enough to stop us from being a backwater clearly with their efforts from the last 25 years

I think one that everyone would agree with is public transport, its an absolute mess. From first hand experience the bus system is a joke.
I generally dont vote Liberal, but am seriously considering it next election.
