I am sitting looking over a piece of writing for publishing. I check a listed reference, only to find the "Simulations and Analysis" part is almost identical to the piece of writing I was reviewing. The only thing the writer did was change a few words and sentences around, and also add their method to the analysis. Good on them though, the writer did add a few extra references than the first article, but for heaven's sake, how difficult to re-write the thing in their own words?

Regarding the original Masters thesis which ripped off my work: chasing it up would not be worth the bother. I could write to the University in question - which is not Australian, and indeed not one that I recognise as reputable - and point out that one of their students didn't do his/her own work, but I doubt that this would achieve much.
Regarding the article I am currently reviewing: I will make note of the similarity between it and the pre-existing article when I make my report, and recommend rejection of the article unless it is re-written.
