Looks like water cannons now authorized...still seems to be stopping short of using the word 'riot' though.

David Cameron said every action would be taken to restore order, with contingency plans for water cannon to be available at 24 hours' notice...


...and maybe a ray of hope for anyone silly enough not to be insurred...

tells BBC 5 live that anyone who has property that has been damaged and does not have insurance might be covered under the 1886 Riot (Damages) Act.

Just watched Cameron giving his press statement after the COBRA meeting. He's very careful to call what's happened 'violent disorder' and those doing it 'criminals' rather than riots and rioters. Assume there would probably be legal and/or financial reasons for that.

He did say that the police are also now authorized to use 'baton rounds'

I'm just curious about something - the riots were apparently triggered by an incident where a suspect was shot dead by police. This may be a silly question, but - how long have English Police had firearms? Traditionally I believe they have not had this in their weaponry. Is this something recent?

The rioters were more like opportunist banwagoners and didn't have anything to do with the peaceful protest by Duggans family and friends etc.

On the news they've just shown one of those arrested going into court, hiding his face behind a newspaper and said he's a teaching assistant.

Two 18-year-olds in Folkestone, Kent, and a 19-year-old woman in Wakefield have been arrested. A 16-year-old boy in Glasgow was charged with breach of the peace while another man, aged 18, has been arrested. All relate to allegations of inciting violence through internet social networking sites

JAS - cameron says those involved in the riots are criminals, been reported a lot are just kids as young as 9, what can and will the govt do to them??

As far as I know there's almost nothing they can do. They've just been speaking to one of the senior cops (Sir Hugh Orde I think) on the BBC News channel and he said that courts are sitting 24 hours a day at the moment to process as many as possible but the age of criminal responsability in England and Wales is 10 (12 in Scotland) so according to him they will be caught in the act along with everyone else but it's 'up to the parents' to deal with them.

I'm hoping that's just from the police aspect and that at the very least social services would have to be involved.

thanks for that, interesting. if social services get involved the number of kids involved would put a massive strain on that system id think.

I'd think they would try and keep most in a home environment and give them and the parents some sort of family counselling otherwise yeh it would be a strain cos I'm sure the childrens carehome system would be just as full as prisons.

But president of the Association of Chief Police Officers, Sir Hugh Orde, ruled out using water cannon or baton rounds for now, saying the tactics were not suited to the current unrest.

"Water cannon are used to deal with fixed crowds to buy distance," he said.

"The evidence from your camera people is showing very clearly these are fast-moving crowds, where water cannon would not be appropriate."

He added that baton rounds would only be deployed when his officers' lives were under serious threat.


Looks like people/police getting ready for more possible trouble. Scrolling headlines from the BBC News channel...Bullring shopping centre in Birmingham shutting at 4pm. Courts in London planning to sit through tonight as well. Nobody processed through Highbury courts today was granted bail. Most people being charged with 'disorder' or 'burglary'.

I don't think I've heard any mention of Solihull on the BBC or Sky news channels which is my main tv source but I just did a quick search for you and found this...

Apologies...just heard him again and I misheard the first time.

He's asked about 9, 10, 11 yo's being involved. He points out that 10 is the age of criminal responsibilty and that if 8, 9, 10yo's are caught they will be put into the criminal justice system and dealt with.

I suspect that would still mean being passed on to social services but subsequent action would probably depend on the crime they've commited.

Sky News website's live feed thingy makes for some interesting reading. They have people at the courts posting a few details such...

Trainee dental nurse Laura Cook, 19, broke down in court after hearing she will be remanded in custody after pleading not guilty to burg ...
Her lawyer said Ms Cook will miss an exam next Monday which could further her career.

More from Lia Hervey reporting from Croydon Magistrates Court: "The next person up is 14 yrs old. We can't name her. She is in care and her foster parent is in court.
"The juvenile pleaded guilty to stealing cameras from Argos. She has no previous convictions.
"Her lawyer said to judge. 'I'm sure you will tire of this by the end of today but this lady got caught up in what went wrong'."
