The way I first read that is - assaulting someone isn't a crime...lol.
That's what the English seems to say, and Police economics in Victoria has always been expedience based.
They tend to ignore minor crime of the type that makes some railway stations unsafe even by day, and concentrate on the evil motorist exceeding the speed limit by 3 Km per hour.
When I lived in the hills town of Olinda they promised a new police station during the last state election because the old one couldn't accommodate a better police presence in that region of the hills.
Then they spent a substantial amount on a cute semi-circular architect designed building, and after the election staffed it 2 hours a week....
