I disagree with this, if it is increasing his work load or quality of work life he has every right.

So far:
1st week - 1x work from home (Monday), 1x sick day (Friday)
2nd week - 3x work from home (Monday, Tuesday, Thursday), 1x Flex Friday
3rd week - 2x work from home (Monday, Tuesday), 1x sick day Thursday
4th week - 1x public holiday (Monday), 3x work from home (Wednesday, Thursday, Friday)
5th week - 1x work from home (Monday), 1x sick day (Tuesday)
Days worked:
Mondays - 0
Tuesdays - 2
Wednesdays - 3
Thursdays - 1
Fridays - 1 (interestingly was an early finish for "drinks" with a former colleague).
