It doesn't condone it. Testing would only be implemented in high risk scenarios like Stereosonic festivals where a significant number of patrons already intend to use. Testing actually persuades people not to use drugs if results come back as something other than what they expected.

'We know you're using, let's make sure its ok, then you can go for your life.'
I say set these up then swap them with a placebo!

All good, the problem is I'm seen as a do-gooder for thinking that drugs are bad. And society portrays anyone like me as being prehistoric or out of touch and we need to 'get up with the times'.
