Would have thought that a vacant block next door it was a given.
At least the new neighbour has done the right thing and contacted the adjoining house. Plenty of people don't and then wonder why they do not like their neighbours....

some councils make it a requirement that you contact the neighbour.

Yeah allegedly was on purpose. Really bad choice of place to do it. I feel for him, because my dad commited suicide two years ago. But thats really going to affect the kids that found him for a long time. I intially thought it was a stabbing after the school let out, but the cops were packing up the scene pretty quick. Not really scouring the park for evidence.
