People who complain to councils about things like, "A dog has an aggressive bark". Then councils flogs who follow it up.

This. If complaints aren't followed up you've got a pissed off Councillor kicking your bosses' arse and then the arse kicking goes down along the line until the last arse kicked cops the boot.

A while ago, one of our neighbours' dog would bark when they were at work. And I mean over 50% of the 9 hours they weren't home. Wouldn't hear boo from it when they were home.
We had a newborn at the time who's bedroom was close to their backyard.
I went around and spoke to the neighbour politely, they were totally unaware, apologetic and said they'd do something about it. A week later, still the incessant barking. I visit them again, this time a little more terse. They said they had bought a bark control device and the noise should cease within 2 days. No dice, if anything it was worse. I rang the council, they wanted me to keep a log, possibly record it barking. I work a 14 hour day and my wife was dealing with our first child at the time. I told the council they only had to visit for ten minutes to realise what was happening. This prick wanted nothing of it. By chance I got talking to another neighbour who had also been to the barking dog's house and complained, he also rang the council with no luck.
I left an anonymous note in their letterbox saying a bait would be thrown over their fence if this shit didn't stop. Guess what, we heard nothing from that dog ever again.
Note; I would never, ever, ever bait a dog, it was a hollow threat which worked.

Didn't say anything about following the complaints up, its the way they go about it

Not my dog, but my brothers dog.
Runs to fence and barks at people on bikes or with other dogs. Kids ride past running sticks along the fence to raz him up. Indigenous folk, have spat, thrown rocks and tried to kick him through the fence in the past. Probably the reason he does what he does. He has been broken into twice, before he got the dog, hasn't since. Has put up with functions at a very nearby venue of drunks, line ups along his section of footpath, smashed glass and noise since he moved their. He Never received a complaint in 7 years of living their and has not made one complaint, but has spoken to the function club about a few issues in person.
The complaint was that his dog was intimidating. The fence is 2m tall barred fence. And that it barks late at night.
His dog never stays out the front after dark and sleeps in his 2 year olds Daughter room every night. This is one of the most friendly dogs I've ever come across.
The bloke on the phone told him to keep the dog in his back yard all the time. Since when do they control you in your own yard.
They have rang him 3 times after he has spoken to them.

Dogs are a pack animal - lonely dogs bark.
If there is not a human home all the time the solution is keep at least two so they are never alone.

Some breeds bark less too, especially larger ones - my last Wolfhound was too lazy to bark, and he had the Siamese cat trained to do boundary patrol for him.
However, he stood up and made his presence felt if anything chased her into our yard.

It's cute to see the look of shock on a Rottie when it suddenly realises it isn't the largest dog in the world by a long margin!
(I think the cat had a game going, luring pursuers into the yard to enjoy the effect.)

Here's a shot of him with the step-daughter's dachshund.

I've got a dog next door in the yard directly behind my back fence a big deep throated guard dog type one that goes nuts at anything and everything. 2am, 4am doesn't matter get woken up by that shit. I think they're oldies not sure and whilst I love all animals I've never really cared for dogs and although I'd never do it I've never in my life come across a dog that deserves to be poisoned more than this thing. Even when I or others in the complex leave/arrive go out our front doors it sets the bloody thing off. It's the sort of dog that should be guarding a factory at Wingfield or something and just isn't fit for normal society.

You've got to be a serious sort of fkwit to have a dog like this.
