It wouldn't be the first time North Korea has fired a missile in the direction of Japan. About ten years ago they fired one into the Pacific, directly over the main island of Honshu. Had they the navigational equipment and a war head, that one would easily have taken out Tokyo. The other thing is if Japan had dared touch the damn thing North Korea wouldhave gone on red alert with china on standby. They do whatever they damn well like and even the slightest retaliation, even diplomatic is branded "an act of war", by them.
