From the recent reports, if it was a Dingo, the core issue was leaving the baby and the older child alone in the tent.
It appears both parents, on the assumption that it was safe, were far enough away from the tent to not intercede, or to notice, what was happening.
I suspect that isn't normal for our indigenous folk - except perhaps for those with modern addiction issues.
