In pro running it is handicapped running. It's all a big game. Run something that is believeable and get improved marks wait for the prizemoney or the race to win. Jog around and back off the throttle in low races. It's very common for runners to get fined in big races. If he hadn't of got himself in a position to get fined he wouldn't have won so he will cop the fine and take home the prestigious sash and cheque.
