From what i was aware the world cup bid saw townsville as a very important part of the stadium bid and was definitely going to be redeveloped. An empty redeveloped stadium without soccer would not have looked very good.

Yeah after 25 years, A League wouldnt have lasted 2 years without the tens of millions of dollars of tax payers money.
Plus Adelaide United bigger home crowds to games in the NSL than they ever did the ALeague.
