Eredivisie has dropped to 14th in UEFA's league rankings (below the top-flights of Belgium, Austria, Turkey etc), so no.
Best result for Spurs would be Zenit, Celtic, Lille.

Draw was done overnight:
Group A: PSG, Real Madrid, Club Brugge, Galatasaray
Group B: Bayern Munich, Tottenham, Olympiakos, Red Star Belgrade
Group C: Manchester City, Shakhtar Donetsk, Dinamo Zagreb, Atalanta
Group D: Juventus, Atletico Madrid, Bayer Leverkusen, Lokomotiv Moscow
Group E: Liverpool, Napoli, Red Bull Salzburg, Genk
Group F: Barcelona, Borussia Dortmund, Inter Milan, Slavia Prague
Group G: Zenit St Petersburg, Benfica, Lyon, RB Leipzig
Group H: Chelsea, Ajax, Valencia, Lille

City with the easiest of groups!
Group G & H to be the tightest

Liverpool, City and Spurs only have to turn up to get out of those groups.
Chelsea should still get out even as poor as they are

Definately have to wonder if all the rumours are true the way we're going this season.

Must admit I'm a bit out of the loop when it comes to the Bundesliga, but I thought Bayern weren't the powerhouse of yesterday (albeit they've been OK this season), WTF happened at WHL?
Poch to replace Ole at some stage?

Only 5 countries represented - a record low? Usually there's at least one from Russia, Eastern Europe, Portugal or Holland in the Ro16.

Yeah, pretty accurate reflection on how strong those 5 leagues are compared to the rest (well apart from Ligue 1 which has a couple of good teams in a garbage league)

EUFA have banned City from all EUFA competitions until season 22/23 for breaching FFP regulations. Would be a massive hit for most other clubs.
City will appeal to the Court of Arbitration for Sport and wouldn’t be surprised if they’re successful.
