Is this an unfair rule in Cricket ?

Ryobi Cup ruling
No runners allowed for injured batsmen
Seen this controversial rule in the VI v WA game
Marcus North [back spasms]
Adam Voges [ groin]
Both denied a runner when WA batted 2nd in this match
Voges batted briefly at number 10, b4 retiring hurt
North did not bat
WA finished the innings 8 wickets down in a run chase, with overs left to be bowled
A disappointing end from a spectators point of view

Is this a fair rule ?

BETTER RULE ?
I think a fairer rule would be to declare who is injured , and then make them bat as the last batsman
In the Voges/North situation, bat them 10 + 11

As of 1st September this year Mal, runners have been banned in First Class/List A competitions.

Although I was under the impression it was international cricket only must be wrong :?

I think the rule is fair.
Very rarely have i seen 2 guys injured in the one game and not be able to bat. North must be in a bad way for him not to go on. Voges only batted to save the bonus point. Would have like to see what would have happened if WA had got within sight of victory, i bet North would have batted
