Starc said Smith didn't consult the bowlers prior to not enforcing the follow on so it's likely he made the decision on the field without the coaches input.

People keep forgetting the deciscion Smith made is now the 'norm' it would have been more controversial if he had enforced the folks on which is now 'not the done thing' except in the sub continent where pavemen only bowl a few overs here and there
