Promotion / Relegation for C grade competition

Can someone explain what is going on with the c grade competition system? I was under the impression it was going to be the same as division 1-7 where the two grand final teams are promoted and the two bottom teams are relegated?
I was just looking at the fixture for next year in C1 and noticed Ovingham (who I thought have merged with Kilburn) and Port Districts are now in the comp. Port Districts were in c3 last year and the two grand final sides (athelstone and Old iggies) from C2 have not come up?
Strangely enough though both Gepps and Phos Camden have both dropped to c2 after finishing bottom 2 in c1 this year which makes sense.

Is this system all over the shot or is there some reasoning behind it?

It's not a perfect promotion/relegation system like you'll find in the A Grades.

For example Old Ignatians, Hope Valley and Payneham Norwood Union have all nominated in D8/D8R after having singular teams in the C Grade divisions last year.

I suspect that given the recency of Ovingham's folding that the fixture hasn't yet been updated.

Port Districts played in D8 this year, as a result of the additional club's nominating both C and D grades they seem to have been relegated back to the C Grade competitions.

I wouldn't hold my breath on the finality of any of the D8-C4 Gradings. The SAAFL will still have to find new homes for Uni's E & F Grade and also my understanding is that Brahma Lodge has nominated for C4 (fielding just a C Grade team).

where did you see the draft draw?
