Until the final decision is made it will be a 3yr trial with a review after each season.
This was voted on at the February Delelgates meeting and the committee selected at the June/July Meeting from memory

bird of prey wrote:I belive that this works in the country leagues, but in the amateurs it has its bad points.
lets say for example a side finishes in the top 2 in div 2, then has to go up the following year. in order to be competitive the club would have to pick up 5 quality players to what they already have. Then if a couple of players decide to move on ore retire, they would have to get more recruits again. but then this would exceed the max points allowed to be used for recruits. the newly promoted club would then struggle to be competitive, and could pretty much rule themselves out of contention for a flag.
in country leagues, teams dont get promoted or relegated, so this would not affect them as much.
the system needs to be looked at a bit more maybe. just my opinion though.
