I would say it is complete from the date they printed it - wouldnt include those that have been refused

because the longer you hold it the more chance they have of changing their mind[/quote]

but you can process it and have it accepted and then have them change their mind before they play a game and then request to be cleared back and you can't stop them. unless of course they sign a contract. but since none of the clubs pay anyone then there's no need for contracts anyway
