My opinion on when is a local a local is that you are classed as a local if you have played all of your junior footy at a club and then have gone on to play senior footy at that same club. In relation to money for locals, When i was playing at my local club payment was made to locals in the way of incentives and money per winning game. It was not the same amount that the recruits were on but the club looked after its locals this way and it worked well.
