The HFL have already ruled out teams going up/down for season 2013.

the hfl have made no such ruling. the promotion and relegation is controlled by the by-laws.

I don't know how the points work to calculate relegation but now that we're at the half way mark of the season it would be interesting if there was a mathematician out there who knows the points system who could do a quick calculate for the rest of us on TV, Lobey, Bridgey and Lofty to see who would go down and who would survive at this point in time. Pretty sure its A's=10 b's=5 sc=3 and jc=3. ecah team at this stage would look like (A,b,sc,jc wins, pts):
tv - 4,1,0,5, 60pts
lobey - 2,2,2,6, 54pts
brigey - 1,1,4,4, 39pts
lofty - 1,2,3,3, 38pts
before did the numbers, thought woul be lobey battling with lofty for bottom. nothing between traditional rivals bridgey and lofty. head 2 head lofty have 0 home games, tv 2 home, lobey 2 home, brigey 2 home. lofty may have blown some chances!

Id say a bit of both. Last week they played without: S.Tanner, A. Heiser, L.Nicholls, N.Smart, M.Angove and the Contin brothers from what im told all due to injury. With that list of outs i wasnt overly suprised with the score line.
