GF Best on Ground

Havn't been fortunate enough to play in a PDCA Grade 1 GF before so not sure whether a player is awarded best on ground for their performance on the big day.
I'm guessing not and if this is the case....why?
If it did eventuate then perhaps the medalist could be decided by performance points instead of the umps using the 3-2-1 system. Coz we all know the umps are a little clueless in this department.
