If its that dodgey, turn it off at the control valve? Our council never water on weekends anyway for vandalism reasons, so i dont know why the council would turn on water on a friday or saturday.

All depends on which council it is tp... Charles sturt council really show little to no interest in helping and making things easier for their sporting clubs.
Things like giving access to any irrigation controls are strictly forbidden, even though the people asking for access are better qualified than those working for them. Even the water meters are locked so they can't be wound down
