Well this reads a little inconclusive:

7. Team Limitations:
Teams will be made up of 12 named players of which only eleven (11) can bat or bowl. The spare player (12th man) may be interchanged with a player on the field (not including the wicket-keeper) at any time (at the end of over, fall of wicket etc.) providing this interchange does not delay the game. This interchange will not incur any penalties under the “Laws of Cricket” except for time wasting.
