Rick MacGowan has the most votes, 95, consisting of 18 3's, 16 2's and 9 1's which was gained between 1992 and 2002.
John Platten is next, with 79.5 votes - 19 3's, 6.5 2's and 9.5 1's (votes have been halved under the double 3-2-1 system) which was gained between 1981 and 1985.
Followed by Peter Bubner with 71.5 votes - 11 3's, 14 2's and 13.5 1's (votes have been halved under the double 3-2-1 system) which was gained between 1982 and 1989.

I think you are talking about the 16 goals that Central kicked in the last quarter of Round 1 2003. The most number of goals by both teams combined is 21 - South kicked 10 and Woodville 11 in the last quarter of that match in Round 14 1984.
