I agree MC, it's easy to slag but difficult to get bums out of seats and down to the track. here's a couple of my ideas.
Free entry (pardon the slight 'gay' reference there) or maybe a gold coin donation.
Free pint upon entry (soft drink or beer) upon proof of entry
Free $5 bet with a bookie upon proof of entry
Cheap(er) drinks
Cheap(er) and edible food
Every person who enters the track has a chance to win (insert something of value - Nintendo Wii, mountain bike, gym membership) but you have to be there to win.
OBVIOUS problem with this is that there are paid up members who will bark that they don't get these benefits, but geez we need to attract people back to the track.

Pay only 10 euro admission
Recieve 3 euro free tote betting voucher
Recieve voucher for tea or coffee
Not sure what the admission is for the general public, obviouly MORE than the 10 euro[about $13 aud] admission fee
However the local Tote is making it possible for members to get about half the admission back in vouchers
