but isnt that the whole point, he didnt want to take bets as the only people who would bet with him were people who knew what they were doing, there isnt enough patronage to generate a balanced book so what chance does he have?

Spot in MAYZMAN
At these meetings the holdings would be low
So one decent bet by an in the know punter that wins would wipe out the Bookies day

I will give an insight

WHY A BOOKIE CANT JUSTIFY BEING AT THESE MEETINGS
10-11 races at Strathalbyn dogs
Bookie holds $2000 for the day in bets
If the bookie bets 130 % markets on average, he would expect to make about $600 profit
The $600 profit would be eaten up by the following running expenses [approximations given]

EXPENSES[some definite, some probable or some not applicable]
Wages for 2 staff
Markets done by a 3rd party
Refreshments
Petrol
Wear and tear on his car
Taxable income
Government turnover taxes
Maintenance on his computer
Maintenance on his board
Initial investments on boards, computers, programming of computers
Might be paying a service fee to field at Strathalbyn
Superannuation for staff
Workcover for staff
and more ....

Winning $600 on his 130 % markets is not enough
With all factors incorporated his expenses would be about $400-500 a meeting

Now imagine if he lost $600 for the day
That equates to approximately $1000 lossage

Why would a bookie take pott luck with all the gray areas sufficing ?
Bookies are Overloaded with disadvantages
