I don't think anyone decided. He was ambushed on his way into training and decided enough was enough. I think it was an ad hoc decision.

Not in my eyes, I see it as my opinion on them deciding this the best way to handle the situation that has been forced upon them.

Not sure on your definition of conspiracy but general consensus would see it being a "secret plan" to do something wrong or illegal. Are you suggesting that the Collywobbles heirarchy have made this story up to cover up a bigger story or are you just wrong?
