The game has changed rules constantly since it started, hasn't had a negative impact at all IMHO.

Is capped interchanges really that devastating? Are fans really that gutted if fewer rotations are made? Dont you want to see the best players out there for the longest time?
Maybe capped rotations will stop those stupid running to the bench after each goals interchanges!
