Agree JK and westozfalcon, probably not something I'd like to see, but he shouldn't be lambasted for bringing the idea up for discussion.
Another possibility would players having to be off for a minimum of 5 minutes (blood and legitimate stretcher replacements excluded).
Good call WOF. I'd look to limit it to 10 per quarter. Let's remember, the rules of football originally only allowed a bench of one and that the player benched could not return to the field for the remainder of the game.
