You cast for the character - not what they look like.
Classic example is Tony Martin as Neddy Smith.
Unless, of course, you're casting Underbelly.
Above all, one must also consider that only a handful of actors can get a blockbuster movie green-lit.

However, if you read the Reacher books it's not really left to the reader's imagination about what Reacher looks like, it's not just a type there are actual dimensions of the man. Another captain obvious comment is you have to be believable as an actor which in the scene that I saw Cruise was not.
Tony Martin was good as Neddy Smith because he was believable. Not so Cruise in the trailer.
