Apart from 1 or 2 exceptions player's numbers are allocated on basis of height then weight.

And that also was the case with the State Games (under 20's as well) on the weekend just gone...

When ordering jumpers for rep teams, they just order them in a system that sees the early numbers in a small, then as the numbers progress, the size on the jumper increases...

It is much easier doing that way then customising the individual number requests from each player...
