Import rule and list management

Can someone please clarrify what happens in a situation where a player is recruited from interstate to spend one year on an SANFL club's list (where he is considered an import) and the following year he leaves to join another SANFL club. Is this player considered an interstate import on the the second club's books or is he a local recruit? I am thinking of the Ainger situation.

Also is the import rule restricted to players over a certain age? For instance is an 18 year old Victorian who comes to Adelaide to play considered an import? Not sure of the rules but I believe he shouldn't be because at that age he is unlikely to need considerable development by the SANFL club and the club would need to invest significant time.

Ainger will be considered an "import" for the full term which I think is three years, but stand to be corrected, if he has served the two years at the SAFC then he still is considered an Import for the third year at WWT.
